To Contractors,
The South-Central Kansas Economic Development District (SCKEDD) in Bel Aire, KS administers the federally funded Kansas Weatherization Assistance Program in the state of Kansas, primarily in a 40-county region in southern Kansas. SCKEDD is seeking the following:
1. Licensed electrician(s) capable of but not limited to installing mechanical ventilation systems per ASHRAE 62.2 standards.
2. Licensed HVAC contractor(s) that can provide high-efficiency furnace replacements for site-built, mobile home and multi-family residential properties.
3. General contractor(s) that can perform weatherization work primarily in the following counties and throughout Kansas (projected production provided): Barber (2), Butler (21), Chautauqua (2), Cherokee (11), Clark (1), Comanche (1), Cowley (16), Crawford (17), Edwards (1), Elk (2), Finney (21), Ford (19), Grant (2), Gray (2), Hamilton (1), Harper (3), Harvey (11), Haskell (2), Hodgeman (1), Kearny (1), Kingman (2), Kiowa (1), Labette (10), Marion (5), McPherson (9), Meade (2), Montgomery (18), Morton (1), Neosho (8), Pawnee (3), Pratt (3), Reno (26), Rice (4), Sedgwick (199), Seward (13), Stafford (2), Stanton (1), Stevens (2), Sumner (8), and Wilson (5). Weatherization work includes but is not limited to performing various air sealing measures, repairing broken windows, adding weather-strips to exterior doors, installing plastic vapor barriers in crawl spaces, insulating foundation walls and floors using fiberglass batting material, installing dense pack blown cellulose insulation in exterior walls, installing roof vents and insulating attics with blown cellulose. Mobile home weatherization work includes repairing duct work systems and installing blown fiberglass insulation into bellies, walls, and roof cavities. All weatherization contractors will be responsible for complying with the EPA’s Renovation Repair and Painting (RRP) regulations enforced by KDHE in Kansas. KDHE and Kansas weatherization require all licensed firms to employ only Certified Renovators to perform weatherization work.
Contractor requirements include, but are not limited to:
- Capability to be licensed in all municipalities served by SCKEDD weatherization.
- RRP Renovation firms licensed with KDHE.
- All workers licensed as RRP Renovators with KDHE
- Workman’s Comp and general liability insurance
Contractors are required to provide references with their bid package as a high value will be placed on quality of work. SCKEDD may choose any or all of the following factors to evaluate contractor bids: price, quality of references, timeliness in completing work, quality of completed work, timeliness and quality in billing and any other factor as specified in the Bid Package.
